With the COVID-19 pandemic shining a light on the importance of broadband Internet, the need for
expanded service into rural neighborhoods has also been highlighted.

We are happy to announce that the CARES Act projects we undertook in Winona county have been
completed and construction has been finished in Dakota county, and we are close to activating the
network.

In Winona county, these new construction projects will bring high-speed fiber-optic Internet to 15
households in Pickwick and an additional 19 near Rollingstone. This is in addition to a newly activated
HBC Air broadband fixed-wireless tower near Nodine which has the potential to provide service to over
100 homes in that area.

We have also finished new network construction in Dakota county’s Nininger Township to bring a fiber-optic
Internet connection to 130 homes starting this week. Construction is still underway to activate five
additional HBC Air broadband fixed wireless towers in the area, which will bring broadband Internet to
hundreds of additional rural Dakota county residents in the near future.

We are so grateful for the help from the counties and the CARES Act to be able to bring high-speed
broadband to small towns and rural areas that have consistently been left behind by larger cable
companies.
